What it is
Commitment Clearance is a decision on whether a specific material promise should be made, based on authority, evidence, economics, operational feasibility and interaction between terms. It is tied to the exact version of the promise being evaluated.
What it is not
It is not contract storage, generic workflow routing, policy management or a risk score. Those systems can support the decision, but they do not replace the decision itself.
Where it belongs
It belongs before the promise becomes externally binding—before proposal, quote, SOW, order form or contract signature where the business still has room to change the offer.
Why the whole promise matters
Enterprises often approve components separately. Commitment Clearance asks the combined question: should this exact bundle of price, scope, date, SLA, custom work, security commitments and downside obligations be made as a whole?
The output is a decision state
CLEAR, CLEAR WITH CONDITIONS, RESOLVE, ESCALATE or BLOCK. Non-clear states are useful only when they explain why and, where possible, identify the smallest repair that changes the answer.
